Ontario Vape Store Layout & Display Cabinet Checklist
Turn Ontario’s specialty-store display rules into a practical brief for cabinet placement, exterior sightlines, staff access, lighting and supplier quotations. Start with the store’s registration status, then specify the fixture.

An Ontario vape store layout needs to solve two problems together: how staff merchandise and retrieve stock, and whether the planned display is allowed in that particular store. A lock, lightbox or transparent door can be useful equipment, but none proves that the premises qualify for Ontario’s specialty-store display exemption.
The Answer in 60 Seconds
Ontario permits registered specialty vape stores to display and promote vapour products inside their premises, subject to the applicable conditions. The display and promotion must not be visible from outside the store at any time of day. Before ordering a cabinet, confirm registration with the local public health unit, map doors and windows, and check what a person outside can see when the entrance is open and the lights are on.
The Ontario Ministry of Health’s registration guidance and Ontario Regulation 268/18, section 22 provide the starting point. A convenience store or an unregistered retailer cannot assume that the specialty-store exemption applies merely because it has a dedicated vape cabinet.
The registration, age-access and visibility conditions come from official rules and guidance. The sightline worksheet, placement options and procurement checks below are practical planning recommendations. They are not a government-approved cabinet specification, and they do not replace a review of the actual premises.
1. Confirm the Store Category Before Designing the Display
Registration is tied to a specific location and is made through the local board of health. Ontario’s guidance states that a change of address or store ownership requires a new application. Check this before reusing a layout from another branch or signing off a refurbishment.
For an established business, at least 85% of total sales in the previous 12 months must come from vapour products. A business operating for less than a year has a corresponding sales or inventory-purchase test for its operating period. The remaining portion must consist of qualifying associated or branded items; it is not unrestricted permission to add any product category.
- Confirm the registration status, address and operating business with the public health unit.
- Check the applicable sales or inventory evidence and accountant requirements.
- Plan age-controlled entry. Persons under 19 are generally not permitted to enter, with limited exceptions for the owner, employees and a support person accompanying an adult with a disability.
- Confirm the entrance arrangement. The store must not be a thoroughfare; the guidance specifies permitted access from outdoors or qualifying common areas of an enclosed shopping mall.
Separate rules apply to tobacco products. Specialty vape store registration alone does not grant a tobacco display exemption. If the proposed counter mixes vapour and tobacco products, ask the public health unit how the categories must be handled before designing shared compartments.
2. Check Exterior Sightlines in Real Operating Conditions
Start with a floor plan marking glazing, entrances, display faces and the staff service position. Then look at the proposed display from the sidewalk or mall corridor. A cabinet hidden by one closed door may become visible when a customer enters, a queue shifts or an illuminated header turns on.
Check front and side glazing, door openings, reflections and the angles from which products or promotion can be seen.
Repeat with cabinet lighting, illuminated headers and shop lighting in their normal operating states.
Review the entrance while customers enter and leave. Record any sightline revealed by the opening door.
Reassess after moving a cabinet, replacing graphics, changing window screening or adjusting lighting.
Possible planning options include moving the fixture farther inside, rotating its display face, screening glazing or adding a suitable internal partition. These are options to discuss with the landlord, designer and public health unit. An entrance screen must also be reviewed for access, circulation and emergency egress by the appropriate professionals.
If the back-bar is visible through a glass entrance, compare the sightlines before and after repositioning the cabinet or adding a partition. Check both door-open and illuminated conditions. This is a hypothetical design exercise, not a completed customer case or a guarantee that a proposed barrier will be accepted.
The rule addresses visibility from outside; it does not prescribe one cabinet material or universally require an opaque cabinet. A transparent unit may be part of a suitable layout, but a lock does not hide its contents. The complete installation determines what is visible.
3. Translate Ontario Vape Display Rules into a Supplier Brief
| Official condition | Layout question | Procurement information to provide |
|---|---|---|
| Specialty-store registration is location-specific. | Is the design for the registered address and business? | Actual floor plan, address, store category and any proposed relocation. |
| Display and promotion remain inside and out of exterior view. | What is visible through glazing, an open door or a mall entrance? | Window and door dimensions, photos of sightlines, cabinet orientation and proposed screening. |
| Entry is age-restricted, subject to limited exceptions. | Where can staff observe and manage entry? | Entrance position, staff service location, counter height and circulation plan. |
| Prescribed retail signs must be clearly visible at the point of sale. | Will a header, screen or cabinet obstruct the signs? | Reserved sign positions and the current signs supplied or confirmed by the public health unit. |
| Tobacco products have separate display requirements. | Does one opening reveal different regulated product categories? | Product-category list and a compartment plan for local review. |
Staff-controlled cabinet access, secure locks and convenient replenishment are useful operational choices. Do not describe a specific lock, linked-door mechanism or RGB setting as an Ontario statutory requirement unless the applicable rule actually requires it.
4. Measure the Cabinet Specification Around the Store
A supplier needs more than a target tier count. Measure the counter, intended cabinet position and the space used when doors or drawers are open. Record the route for receiving, unpacking and installing the unit, including the narrowest opening along that route.
Build a product-and-space worksheet
- Product fit: actual packaging width, depth and height; intended facings; shelf clearances; dividers and any pusher travel.
- Fixture envelope: maximum overall width, height and depth; opening travel; service access; any header or base.
- Support: counter construction, supporting surface and fixing method. Ask the supplier to state the load assumptions and obtain site-specific advice where needed.
- Staff workflow: retrieval, replenishment, key control, cleaning and access to lighting components.
- Visibility: the product-facing direction, glazing, entrance sightlines and separately quoted screening options.
For a first merchandising estimate, add the widths of the actual packs and the required divider allowances, then confirm usable shelf width with the supplier. Overall external width is not the same as usable product space. Do not infer capacity, load rating or a suitable mounting method from a photograph.
Lighting and electrical details
Send the intended lighting states and header artwork together with the sightline plan. Review glare and reflected images as well as direct views. Ask for the electrical configuration and documentation appropriate to the installation and destination; have electrical suitability checked locally. Product marketing terms such as “LED” or “RGB” do not establish approval for every Canadian installation.

5. Prepare a Supplier Enquiry That Can Be Quoted
Send one coordinated information pack so the manufacturer, installer and local adviser are reviewing the same layout. Identify confirmed dimensions separately from assumptions that still need a site check.
| Send to the supplier | What it helps define | What to confirm in the quote |
|---|---|---|
| Floor plan and frontage photos | Cabinet orientation, entry sightlines and access. | Drawing references and any screening or installation items excluded. |
| Pack measurements and intended facings | Usable shelf space, dividers and product movement. | Quoted internal dimensions and compatible pack sizes. |
| Lock, door and replenishment preferences | Staff operation and service access. | Included hardware, keys and replaceable components. |
| Lighting and branding artwork | Header size, brightness options and graphic placement. | Electrical specification, artwork approvals and documentation supplied. |
| Quantity, destination and installation route | Manufacturing, packing and shipping assumptions. | Lead-time basis, carton sizes, freight terms and assembly responsibilities. |
| Sample and acceptance checklist | How the proposed design will be reviewed. | Sample scope, cost, drawing approval and change-control process. |
Request separate pricing for any partition, panel, closure or graphic revision under consideration. Confirm what the supplier can actually manufacture and which items must be supplied by the local fit-out contractor. A custom option is a proposal until its design, cost and feasibility are confirmed in writing.

6. Review the Layout Before Installation and After Changes
- Confirm the premises: registration, business identity and the store category used for the design.
- Walk the exterior: check doors, windows and mall-facing views in daylight and with normal evening lighting.
- Review circulation: check entrance control, staff movement and open-door or open-drawer clearances.
- Keep signs visible: reserve the required point-of-sale and entrance-sign positions. Obtain the current signs from the public health unit.
- Compare the sample with the quote: check dimensions, pack fit, hardware, artwork, lighting and installation assumptions.
- Ask the right reviewers: raise display and registration questions with the public health unit, and building, accessibility, electrical and fire questions with the appropriate local professionals.
- Record changes: retain the agreed drawings and repeat relevant checks after moving fixtures or changing screening, graphics or lighting.
This guide addresses retail display planning. It does not approve in-store vaping or sampling, advertising content, particular vaping products, or waste collection. Each has its own conditions. A display cabinet quotation should not be treated as a complete store compliance assessment.
Frequently Asked Questions
Can every Ontario retailer openly display vaping products?
No. The specialty-store display exemption depends on registration and the applicable conditions. A convenience store or other retailer should not assume it qualifies. Confirm its position with the local public health unit.
Does Ontario require an opaque vape display cabinet?
The cited specialty-store guidance requires displays and promotion to remain inside and not be visible from outside. It does not prescribe one universal cabinet material. Assess the complete layout, glazing, entrances and screening rather than relying on a product label.
Does a lock make a transparent cabinet compliant?
A lock can help control access, but it does not prevent exterior visibility. A locked transparent cabinet can still reveal products through a window or open entrance. Registration, sightlines and the other applicable conditions must be assessed separately.
Are LED lighting and illuminated headers automatically allowed?
No fixture feature creates an automatic exemption. Assess lighting and promotional graphics against exterior visibility, applicable advertising rules and local electrical requirements. The quotation should specify the proposed configuration and supplied documentation.
What happens when a specialty vape store moves?
Ontario’s registration guidance states that a change of address or store ownership requires a new application. Recheck the actual premises and sightlines instead of transferring the old layout without review.
What should I send before requesting a cabinet quotation?
Send a measured floor plan, window and entrance photos, product packaging dimensions, intended facings, staff-access preferences, lighting and branding requirements, quantity, destination and timing. Mark any dimensions or screening decisions that remain unconfirmed.
